insert a drill bit instead of a key. Drill it out, if you’re careful you won’t damage the cabinet and will be able to put a new lock on it. Start with a small bit and step up until it comes out.
Some filing cabinets have those push button locks on the top corner where you insert the key, and by tipping the cabinet back, the bar that goes from the lock all the way to the ground (thus locking the drawers) can be pushed up, unlocking it. Not sure if this will work for all cabinets though.
These are one of the hardest locks to open, they obviously carry highly sensitive information and they can be bomb proof or eve bullet proof, so good luck opening that thing !

These are very tough locks, a locksmith should be able to help you really, and failing that just blow torch the lock off
my file cabinets are made of recycled fiber, they are great for holding large file folders ;~`
I think it was considered as one of the hardest lock built it there. So a locksmith can be very nice solution to help you open it up for you.
I would definitely call out a locksmith to help you open this lock.
